“Latar Belakang

Dalam satu sidang khas Parlimen pada pertengahan 2005,
Parlimen Malaysia meluluskan pindaan bagi Jadual Kesembilan Perlembagaan
Persekutuan yang memindahkan perkara-perkara
berkaitan dengan bekalan dan perkhidmatan air daripada Senarai Negeri kepada
Senarai Bersama (kecuali Sabah dan Sarawak). Pindaan diwartakan pada
10 Februari 2005 dan ia dikuatkuasakan pada 21 Mac 2005.

Dengan pindaan itu, Kerajaan
Persekutuan akan mengawal selia industri perkhidmatan air dari segi pelesenan
dan kawal selia operator perkhidmatan. Kerajaan Negeri mengekalkan
kuasanya terhadap sumber air, kawasan tadahan air dan lembangan sungai.

Pada Pertengahan 2006, Parlimen Malaysia meluluskan dua
undang-undang yang mengubah cara Malaysia menguruskan perkhidmatan air iaitu
Akta Suruhanjaya Perkhidmatan Air Negara iaitu Akta 654 atau Akta SPAN dan
Akta Industri Perkhidmatan Air iaitu Akta 655. Akta 654 menggariskan peranan,
fungsi dan bidang tugas SPAN manakala Akta 655 memperuntukkan kawal selia
meliputi ekonomi, teknikal dan sosial serta perlindungan hak pengguna.”

Dear Prime
Minister of Malaysia.
1. We the people
of Selangor and Kuala Lumpur who are not members of any political parties.
2. We demand that BN stops all the politically link actions related to creating false perception on the water shortage in Selangor and KL.
3. We demand that the FG stop interfering in all efforts taken by the Selangor State Government to take over all water assets and operations that is currently in the hands of the private sector.
4. Water is a basic essential commodity that should not be left in the hands of "ONE Business Man". It does not matter who this business represents. The government should manage water resources.
5. We demand that all water related operations currently under Puncak Niaga, Syabas and other operators in Selangor to be returned to the Selangor Government. Let the SSG deal with PAAB on the leasing arrangement. The people elect the Selangor government and they should be respected. They speak on the behalf of the people.
6. We ask you to do the right thing. Please.
